স্থলে, সমুদ্রে বা আকাশে, শত্রুর উপস্থিতিতে, সবচেয়ে সুস্পষ্ট সাহসিকতা বা কিছু সাহসী বা প্রাক-প্রখ্যাত বীরত্ব বা আত্মত্যাগের জন্য পরম বীর চক্র দ্বারা ভূষিত করা হয়।
পরম বীর চক্র মানে "চূড়ান্ত সাহসীর চাকা"।
ভারতের এই সর্বোচ্চ সামরিক সম্মানজনক পুরস্কার শত্রুর উপস্থিতিতে অসাধারণ বীরত্ব প্রদর্শনের জন্য বা আত্ম-বলিদানের জন্য প্রদান করা হয়। বেশির ভাগ ক্ষেত্রে এই পুরস্কার মরণোত্তর পুরস্কার হিসাবে দেওয়া হয় ।
কোনো ব্যক্তি পার্লামেন্টের কোনো কক্ষের সদস্য না হয়েও সর্বাধিক ছয় মাস মন্ত্রী থাকতে পারেন।
একজন মন্ত্রী পার্লামেন্টের কোনো কক্ষের সদস্য থাকাকালীন অন্য কক্ষের কাজে অংশগ্রহণ করতে পারেন যদিও যে কক্ষের তিনি সদস্য নন সেই কক্ষে ভোটদানের ক্ষমতা তাঁর নেই।

Design of the Medal and Riband

Medal Circular in shape, made of bronze, one and three eighth inches in diameter and on obverse four replicas of ‘Indra’s Vajra’ with the State Emblem (including the motto) embossed in the centre. On its reverse, it shall have embossed Param Vir Chakra both in Hindi and English with two lotus flowers between Hindi and English. The fitting will be swivel mounting.
